Photon RT 6.1 and up for PREEMPT_RT

Folks,

I had a test preempt RT with a number of variations. There are several patches and code cleanup in 6.1 and up.
It makes sense to elevate RT because, right now, it is unusable.

My second request is that the build that you posted for the initial installation actually boot no RT kernel. I think it makes sense that initially, whether it is ISO kickstart or ova, actually boot to target the RT kernel.

Describe the solution you'd like

Elevate kernel 6.1 specifically for RT
Cross-check all NVME. I see a very strange issue 6.0 FS doesn't report an error. i.e syscall doesn't return -1 while
Update iso/ova that boots from the beginning to RT kernel.
