netmgr should provide a way to skip the restart of systemd-networkd on every configuration change #1

netmgr restarts systemd-network on every change, which would lead to failure to restart the service in case of multiple changes for a short time: systemd[1]: systemd-networkd.service: Start request repeated too quickly. systemd[1]: Failed to start Network Service.

Netmgr should provide a way to skip the restart for all configuration changes
