Use multi build stage for size optimization.

Correct powernsx-master/PowerNSX.ps*1 (no found in master repo)
Reduce RUN layer
Remove blank line for add PowerShell repository location to Photon OS
Remove useless zip archives

Dockerfile went through a complete rewrite for PowerShell 6.01 and PowerCLI 10. Closing this due to conflicts. Please resubmit if you find anything to change in the new Dockerfile!!
