This issue is very old. Just to give an update:
I'm using vmware/powerclicore:12.7
I found that running Connect-HVServer -Server ... is working
The command New-HVPool seems not to be available: The term 'New-HVPool' is not recognized as a name of a cmdlet, function, script file, or executable program.

New-HVPool is part of the module VMware.Hv.Helper which is located in PowerCLI-Example-Scripts. You need to manually add it to the container to have these commands available.

@atanasa - recommend closing this item based on age and eventually Horizon should not be in the modules.
