Acceptance:

wrappers for port-layer-server, vic-init, and docker-personality that will call them with additional arguments needed to run them for testing

@hmahmood suggest you look at building a different ISO that has coverage enabled binaries with wrappers that add this rather than messing with vic-machine. Otherwise we have the potential for situations where the vic-machine you have locally will not deploy a functioning VCH with ISOs of the appropriate version.
