vic-machine reconfigure: Update the bridge network settings

User Statement:

As a VIC operation user, I need the ability to update the bridge network settings. See a discussion here

Example user case I want to expand the current bridge network range so that I can create more subnets.

Details:

• supported operations:
  • expand the ip range of the existing bridge network (--bridge-network-range)
• hot update:
  • no; need to restart the VCH to make the changes take effect.
• input/output data format:
  • input: --bridge-network-range 172.16.0.0/8
  • output: N/A
• impact on VCH/containerVMs:
  • VCH:
  • We allow the VCH to expand the existing bridge network ip range
  • containerVMs: no.
• is upgrade needed:
  • no, since no VCH configuration changes.

Acceptance Criteria:

• add the ability to expand the bridge network ip range.
• add relevant test cases

• The link reference in description is not a discussion for bridge network.

• Change port group of bridge network is not something we want to do.

  • Change port group will impact existing container. Will need to update container vnic if it connect to bridge network.

  • vic-machine does not rely on portlayer services because VCH might be powered off during update. And vic-machine is not supposed to mange containers out of portlayer, cause there might cause data inconsistency.

    So in this story, we only support bridge network expand, while the new network scope includes existing scope
