We need to support TLS for the syslog connection from the VCH and containers to a syslog server. Currently only tcp and udp are supported.

Acceptance:

options to vic-machine to configure CA cert (for syslog server validation), as well as key and cert for syslog TLS client connection
certs above are stored in guestinfo, both container and VCH side
"tcp+tls" protocol is supported for --syslog-address option
