Once we have made the transition to VC in our CI, we need to create a new firewall test that iterates over the hosts within cluster and sets their firewall rules and enable/disable, to ensure vic-machine works... actually this would be better in nimbus nightly. Base it off of the existing ESXi CI test, and remove the CI test completely within the PR that turns this test on in the nightlies.
