Describe the bug
With the change to the public registry, the instructions for setting up development access to the registry is not correct and needs to be revised.
Reproduction steps
For example, the instructions indicate logging in to the public-facing registry for pull access, but this is not needed and will not work.
Expected behavior
Instructions should successfully bootstrap a new developer.
