Adjust CPU Requests for micro and small

[hrosenbe]

This pull request has the following changes. These changes were prompted by the probe tuning done in previous pull requests.

• The total CPU requests for the micro application instance were reduced by 420m (0.42 CPU)
• The total CPU requests for the small application instance were reduced by 365m (0.365 CPU)
