Added sourceFiles with fixedConfigSizes #158

Added doc/sourceFiles directory to hold files such as .pptx used to generate images (need to add) and .xlsx used to generate tables for the doc. I also added a version number to fixedConfigSizes so we know which version of Weathervane it refers to. Hal, could you please update fixedConfigSizes.xlsx in github when future changes are needed?

Changes to the doc tables will happen on Monday.
