First CI update: Add Jenkinsfile, Phase 1 tests and configs #192

Added in-development Jenkins file to allow Git to manage the pipeline Phase 1 testing which tests micro, xsmall and small2, 1 instance each.

@bhoflich I agree these need to be sanitized, but sanitized files won't be functional in Jenkins. Let's hold off on this for now.
