Spectrometer: initializes too frequently #49

Spectrometer initialize routines called from "Find Instruments" and Spect
Control Panel cause the instrument to reset and go through its
several-minute-long bootup sequence. Find a way to do this without
rebooting it so often.

Closed in r194
 - now sends *IDN
 - guesses at which grating was used last, so it doesn't move the grating so often
