"No listeners on GPIB" error #73

If you turn off an instrument after inst panel has "found" it, error
messages saying "No listeners on GPIB" start popping up. They never go
away, and require a complete exit out of the program to fix. 

Instead, the program should just turn off the light corresponding to the
instrument which has been turned off, and know that that instrument will
need to be "found" again before it can be used.

This is now obsolete with my new generic/abstract Scan Driver.  However I am 
sure
that similar issues will pop up as we test it, which I'll deal with in new bug 
threads.
