[2.0-rc1 DOCS] how to use playout?

The dev-x86.ini example config has localplayout configured, however there is no documentation on how to use it.

I would like to have some documentation for the following things:

• playout recording output (without blanker)
• playout streaming output (with blanker)
• output to local HDMI
• output to decklink card
