Keep subtitles in sync

Write a service which automatically uploads releases from c3subtitles to cdn.media.ccc.de and adds them to the voctoweb database.

Event trigger could be https://twitter.com/c3srt_releases or some other API, if available...

TODOs

• [x] write script fetching newly published subtitles from c3subtitles.de and pushes it into the voctoweb database
• [ ] delete subtitles from voctoweb database, which have been complete – but then were reset back
