unpin Python from major version to avoid issues like https://github.com/python-poetry/poetry/issues/3747
and for other libraries to avoid issues like https://hynek.me/articles/semver-will-not-save-you/
and lower dependencies so we can release version of vak with those lower dependencies, closer to what we originally dev'd with
