release a non-beta version: 0.3.0 #87

I have never actually released a non-beta version. Actually my version identifiers are a mess. Because I didn't know what I was doing when I started this. But I don't want to mess up e.g. any citations to specific versions of code, so, won't fix those.

so: just release a first non-beta before making any significant changes

Decided to call this final release '0.3.0'. Who knows what I was thinking with the weird versioning scheme I was using. But it feels even weirder to go from '0.2.1b1' to '0.2.1' (final) after the overhaul I just did. So: 0.3.0
