Base start/end process on timestamp #111

Improve the way we calculate the start/end date in our processes, by changing from block number to timestamp, allowing a more accurate date.

Backend:

[x] Use the block header timestamp to check election validity
[x] Extend the Protobuf models to allow setting an election based on timestamp
[x] Ensure & test backwards compatibility

SDK:

[x] Integrate the new Protobuf options
[x] Add the functionality into the SDK
