Census information seems to not be properly cleared when clearing session #51

Steps to reproduce:

access to an election with the wallet connected
ensure you are on the census for that election and that you can see the "vote" button
disconnect your account and connect another one where you are not in census

In some cases switching accounts does not reproduce the issue, that's why I said "disconnect and connect".

It's not just when clearing session. Switching accounts does not refetch census information (making it feel like we're in census when we're not, or vice-versa).
