Wrong language installed

My System is Windows 7 Ultimate x64 - german (also shows up if I use cmd>systeminfo). The installer shows up language 3736583 and the registry entries are set to US-English. This seems to be wrong. It should be 407 if you look at The Sims Wiki - Changing the game language Can this be fixed? Would manual language selection be possible? Is there only english available? Changing the registry entry doesn't seem to work. I think the language is given by the game files.

Changing the values to 407 and German fixed my problem. So it must be an installer problem
