but will this be possible/allowable due to the proprietary VST SDK from Steinberg? I assume not because psycha0s says they can't distribute it themselves due to licensing restrictions.

It's available under their proprietary license or GPLv3. I'm 99% sure it used to be proprietary only. It was likely made available under GPLv3 since psycha0s has been inactive.

This page (https://github.com/psycha0s/airwave/blob/master/LICENSE) says it is MIT-licensed!

However, @sburris0 is right that the VST3 addon appears to be something proprietary as seen in https://github.com/steinbergmedia/vst3sdk/blob/master/LICENSE.txt
