Odd. I thought a package request was valid if it met at-least one of the requirements criteria. Or did you mean a merge in general isn't allowed for libraries at a system level if there are no existing executables in void-repos that use them?
If so what's the acceptance threshold for a project that does use it?
This request is still valid, but a potential PR needs interest from a core maintainer, and that's easier to get if there's an end-user package.
