This is an update to the Intellij package to allow build for PPC64, along with Jansi for Intellij's included Maven plugin.

I've also created a new package for Intellij's fsnotifer, to build that out of the main package for particular archs' (namely, PPC64).

pretty much nothing in this PR follows guidelines (commit messages, template linting, etc...) and I will not do review as it is

besides, I don't think any of this is specific to just ppc64, and it could probably be used to fix other architectures and musl as well
