Updates on dataset loading script and enable reading cached resynthsis audio

1. Add several data loading scipts
2. Modify base_codec/* so that cached files will be used when resynthesis was shut down unexpectedly.
3. Correct codec.setting in academicodec_hifi_16k_320d
