Streamline deployment process for heroku

I would like this to be demoable on Heroku.

Caveats:

RubyCAS-server the current version won't work with heroku because read only filesystem - Here's a fork that might
Cron - Port the "whenever" stuff to "rake cron". In production we can change the cronjob to run "rake cron" when necessary
Email - allows SMTP or SendGrid

The overall goal is to make sure this is free on Heroku for demo purposes. I currently don't see any reason it wouldn't be.

Changes that I plan to pull in to master:

Cron - The goal is to make the crontab smaller and just have it run "rake cron" whenever necessary and it checks which tasks to run in the rake task instead of using "rails runner"
RubyCAS-server - will be used in development only - production will not use except in a heroku branch

Changes that won't be pulled into master:

I may also upload a heroku_example branch depending how much difference there is between the heroku version and the production version

I'm probably going to put this in a separate branch and pull request it into master.

readonly-rubycas-server doesn't work with rails 3.1 yet

Okay I did that cas server stuff entirely wrong. But I'm not entirely sure how I did it either.
