Be able to disapprove timesheets. #7

As a professor, you should be able to disapprove timesheets and give a reason for doing so.

As a student, you should see re-opened timesheets in the drafts section, and they should have some indicator of some sort.

So, I added a column to the Timesheets Table that is reopen_reason. The professors can fill this portion out on signed timesheets in the comments section. Any comments made and not disapproved will not show up to the user. I also now have the main timesheets path for students getting out all drafts and disapproved timesheets, where disapproved timesheets are highlighted yellow. They act the same as drafts, except the reopen reason shows at the top.
