Students should not be able to submit hours on school holidays.

School Holidays should be entered in User Admin

Alright, got holidays work in there, check it out at f4992ebc and 90a41f61f8

Still need to do validation for setting hours on holidays

Now have it so that hours cannot be non-zero for holidays 465b217

Closing this now
