Whenever you use 3 dots make sure to leave a space before them.
Example: "It is a nice day today ... Isn't it?"
Exclusions: "This is not what I wa..."
You use space and 3 dots when the sentence just "runs out" but you attach 3 dots to an unfinished word. Or a "-". Looks better.
