Add Dockerfile that builds a Voikko installation #43

I attempted to start tinkering with corevoikko and found out that - at least for me - the easiest way to get things running is using containers. Maybe this would also help others?

Also, a constant environment could help when resolving bugs.

Thanks! And sorry for the long delay reviewing and merging this. The current coronavirus situation has taken all my extra time for the past months.

I see that HFST is disabled; that is fine I guess but if someone wants to add the required libraries (not sure if those already present in Ubuntu are recent enough) it would of course be great to have HSFT support enabled later.
