Add the Changelog to the documentation navigation bar #1379

Problem

Currently there is no changelog on the documentation site: https://voila.readthedocs.io/en/latest/

Suggested Improvement

Add the changelog to the documentation for better visibility.

Might be easier after #1378 as the CHANGELOG.md file could be included more easily.
