keep email lists up to date with member working groups #20

in the existing system, there is a script that keeps the email lists (all@vokomokum, systems@vokomokum...) in sync with the working group lists in the member system. this needs to keep on working with the new email system

Note that vkmkm-deploy has a replacement, based on Postfix, with some integrations to keep the current mailing-lists working (see smtp/).

Note that for each workgroup, there are also member and coordinator aliases (based on the database). Maybe this has changed, but many workgroups in Vokomkum relied on this for their communication.
