Move Mattermost to dev environment #26

Install Mattermost on GreenHost's dev server
Set up SSL and sub-domain chat.vokomokum.com
Link to / write down instructions to maintain it

The idea is to have Mattermost for the whole Vokomokum organization. The communications team is looking for a tool like this: let them know they can start using it once it's set up. Eventually, once tested, we'll move it to a production server.
