Update build.yml with release #55

Hello 👋

This PR adds creating a release into the build workflow. It would only run if a tag has been added. This might help where people are not familiar with go etc.

Issue https://github.com/volatilityfoundation/dwarf2json/issues/54 made me think that if there was a ready to download version of dwarf2json it might have been easier?

Thanks for contributing this PR. I think adding a release to the build workflow will be a good addition to the project.
