Add volo to the book-of-modern-frontend-tooling #177

@jrburke, I've opened an issue to add volo to both dependency management list and scaffolding list but they both need your answer, so would be great if you could join the discussions there (:

Thanks for thinking of volo. While I still use volo often for project setup via create and add, I have not had the time to commit to regular updates. It does what I need it to do, and it demonstrates the best practices for a front end tool that is module-aware. I am hopeful other package managers adopt similar capabilities. I would like to work more on volo, but my current focus is on module loaders at the moment, particularly with the ES module efforts getting further along. So while it would be nice to have a mention in that repo, I am also fine leaving it out, letting it grow organically.
