Not Detecting EEPROM #12

Serial monitor shows it can't detect the EEPROM when the leads are touched to the chip. Tried changing the output pin from 13 to 7, but didn't help.

Was using Arduino Leonardo not UNO. Used an UNO and was able to detect and write to EEPROM
