updates the title to (hopefully) reduce confusion about the R package versus the specification of the same name
offers a more plain language first sentence description (also used on the spec website)
typo fix

I have not rendered the .md since I am on the release version of Arrow, but happy to change to nightly and do so if the changes are accepted.
