Depricated Rpi Userland tools #8

With Bookworm, the old vcbins (raspberrypi/userland) are deprecated, in favour of raspberrypi/utils.

What this means for us is to move onto the standard linux implementations.

e.g kmsprint instead of tvservice

We still have a fallback available on UserLandTool if needed.

I don't believe all tools will work on pi5?
