We need SCCP "previewMode" that is like TCAP preview mode for listerning all 
incoming traffic and routing them to a local TCAP stack with previewMode.

Adding:
SccpStack.setPreviewMode(boolean previewMode);
boolean SccpStack.getPreviewMode();

adding also CLI commands:
sccp set previewmode true
and
sccp set previewmode false

When SCCP previewMode:
- all incoming sccp data messages are routed into all registered SCCP listeners 
(with any SNN code) without any routing processing and address updating.
- all local originated messages are dropped and do not sent anywhere

Stack and CLI have been updated.
WEB UI and a amnual is still pending - do not close this Issue!
