make Shariff aware of wiki language #7

sets data-lang to $wgLanguageCode. in reference to https://github.com/vonloxley/Shariff-Mediawiki/issues/6

btw. I only chaged line 39. the rest seems to be some encoding changes. github warned about westeuropean encoding of the file and changed it to utf-8

beware, this only works for supported Shariff-languages. For others, it will fall back to English. This happens e. g. if your wiki is in "de-formal". It will then display English, becaus Shariff only knows "de", not "de-formal".
