Add a Radeox filter #25

Create a filter that will take radeox wikitext and:

1) Render it properly in the archive pages
2) Convert outgoing mail to HTML with appropriate links and formatting

The filter probably needs a parameter which would be the "wiki base" URL for
rendering CamelCaseLinks.
