In some situations this is a very important feature, e.g. for list discovery
within an organisation. List owners should be able to choose whether and to
whom to show their list.
Real use cases:
1. user wonders where to send his message
2. user would like to know if a list on a topic exists before asking for
creating a new one

I agree that this is a very important feature to have AND that there is serious
potential abuses for it. It is therfore important that it be configurably
turned off on a site and/or individual list basis. At http://openscg.org we
maintain a static html file with this info in it AND we use various Subetha
features to guard against spam as it becomes more of a problem as our usage
expands.
