Add units to time delay

What steps will reproduce the problem?
1. Google voice icon
2. Right-click
3. Options
4. Delay

What is the expected output? What do you see instead?
This poor user thought the delay was in seconds. He entered '20'. From
talking with a developer he found out that this was 20 milliseconds. Opps.
How was the poor user supposed to know? He doesn't normally think of things
in milliseconds. Life already passes fast enough...

What version of the product are you using? On what operating system?
Windows xp

Please provide any additional information below.

This should probably also be changed to seconds from mili-seconds.

This is in the repository already, I haven't made a new download for it yet, 
but we
can leave it for when we finish the proxy stuff.
