Describe feature request
Possibility to chose waf-fle runnig without GeoIP

Witch benefit all users will get with this new feature?
- In some environments there is no need to use this feature, so why to enforce 
it?
- Some problems with installation of php geoip extensions on RHEL/CentOS with 
default repo (it applies mainly to RHEL distribution is such secure 
environments, there is problem to use EPEL repo)
