Bond joystick thruster #36

Joystick interface now publishes a heartbeat-message, to ensure that node is in normal operation. Thruster interface outputs zero to all thrusters if heartbeat is absent for more than a second.

Yes. I don't remember how the implementation is done, but a sort of joystick heartbeat and kill engines if no heartbeat is for sure good to have.
