[BOT-X] Active flag to enable/disable commands and other enhancements #114

Description

This pull request aims to add the ability to deactivate commands and some other minor enhancements.

When a command is not active it will inform the issuer by sending him a DM.

With this we have a quick way to enable/disable commands.

Task items:

[X] All commands have now a active flag which gives us a quick way to disable them.
[X] Alphabetically order on commands properties.
[X] Remove obsolete description property from commands.
[X] Add reactions when user is on cooldown.
[X] Add missing * to !op usage.
