[BOT-189] Implement MeteoAlarm Warnings

Description

This pull request addresses issue BOT-189.

Task items:

[X] Added MeteoAlarm Scrapper;
[x] Upgrade sequelize version (from v5 to v6);
[x] Integrate sequelize, and create DB for warnings;
[x] Integrate with Twitter;
[x] Insert images in tweets.

Requirements

Axios and Cheerio is required
Add ENV keys: TWITTER_EU_CONSUMER_KEY, TWITTER_EU_CONSUMER_SECRET, TWITTER_EU_ACCESS_TOKEN_KEY and TWITTER_EU_ACCESS_TOKEN_SECRET;
Run npm install;
Run Sequelize migrations (npx sequelize-cli db:migrate --env [ENVIRONMENT]).

Let's wait a day, wait for @miguelcarreiro implementations, test again and then contact them if the error persists.
