[Feat] Save the gas station update information transactionally #213

So we can look at a gas station and understand the times that the information was updated (and some metadata - who validated it, for example). The current state can be "calculated" or simply saved separately from updates.

It would be important to update the timestamp even without changes in the state of availability of fuels so people could know that the data is recent and updated.
