Users have reported confusion when trying to submit an application, because they don't see their incomplete projects listed on the 'projects and impact' step. The issue is that their projects are incomplete, and thus not shown.
Describe the solution you'd like
For clarity, we want to include incomplete projects in the application.
They cannot be selected for the submission
Mark them as incomplete
Provide a link to complete setup (link to the project settings)

Describe alternatives you've considered
A short term fix is to simply update the text in the existing callout.
Currently says: You haven’t added or joined any projects.
Short term fix: You haven't published any projects.
