Claim Flow: Update the state for "form received and KYC not yet cleared" (aka Step 3)

Describe the bug When step 3 is active, meaning the admin is in the state form received and KYC not yet cleared...

1. The buttons should be primary. Currently they're styled in secondary.
2. The buttons should be flipped, so that "verify my ID" comes first.
3. Update the third paragraph to read:

Once all parties have completed KYC or KYB, refresh this page and your status will be updated (within 48 hours).

4. There should be a loading spinner icon (in rotation to draw the eye) and text under the buttons.
